Okay, my thoughts.

First, CPU teams shouldn't be over salary cap - I'm guessing they're giving out contracts above minimum, perhaps especially to CPU players? They should probably only issue minimum contracts.

Second, CPU teams probably shouldn't be prevented from giving offers when they are above cap anyways.

Is CPU, has some CPU players AND has only 44 players, and also is well under the cap. That team should be sending a contract, even if no one else is.

I'm going to PM the OP to get a final sanity check on the question djmr had - making sure the contract offers page was actually looked at - but I'm strongly suspecting a bug here, and we probably need to get Catch's attention to this so that he can get signed to a team quickly.

Yes every day since day 2. I think where the actual BUG is was if you had a contract that ended on day 1 of this season, when those new contracts were sent out, you didnt get one. So ive been off a team since day 2 and have yet to play in a game this season. Ive missed out on 28 TPs and 7 games of EXP

Twas initially closed, but reopened upon finding out teams do in fact have roster room, but no salary room which is the perceived bug.

That team requires minimum lvl 14, and the OP is level 12. Cap 14 and Cap 18 is the range he qualifies for, but Cap 14 is full (from what I've heard, haven't checked personally). Cap 18 has at least one team available, though.

i proved cap 14 isnt full with these teams right here. And that was just a few of the leagues I checked so there are most likely more.

looks like you had the same thing. You were on a DLeague team that had your contract expire day 1. Im no bug expert but looks like the bug here to me is that players who were on dleague teams and had the day 1 expiration contract missed out on the new contracts. So those of us who didnt find a human controlled team got passed up on a CPU contract.

CPU teams sending offers should be able to sign lower level players. There's nothing to exploit there.

whole day is gone and still nothing on this again....? I better get reimbursed for the missed exp and TPs cause this just sucks.

This is a support issue - it's not a bug. I dealt with the issue at question here.
