I set the tactics to 100 run, 0 deviation and we end up attempting 20 passes, giving up two interception TDs, and losing by 14 points.
Is this a screwed up AI or what...

Yep, double check all of your AI settings, plus make sure your QB's tactics settings are correct too.

Means very slowly...not that there isnt any deviation at all

Looks like all the throws came on 3rd and over 5 yards. And with 3 minutes left when the CPU thought you should throw the ball to catch up.
