According to NFL's definition, that is a fumble. The player made a football move (moving to avoid defenders), dodges a tackle, and then is hit and loses the football. Should have been a completion, then fumbled.

They got rid of the "football move" vagueness. Now all the receiver has to do is:
1) Come down on both feet. 2) Have control of the ball.
Either way, yeah, it's a completion if you just go by the dots.
