2%/1% penalty will not make nearly enough of a difference to make the quarterback invalid.

That's going to be hard to pull off without ignoring other vital areas of a buildand isn't worth it, IMO. 95/95 is a solid goal to push for, since it allows more room for STR/CON/SAs. All of which are important to a QB. Granted, with slow builds, everything changes completely, so who knows.
