OK, its good but how good?

My LT has just rolled 2 pieces of Protector AEQ (nothing else), now when fully upgraded they will be +10 combined, plus he'll have his custom equip and you'd normally spend all the 3SP points on it (so another 6) giving it 17!

Is this worth it given the diminishing returns after 10 or should he try and get something else for one of them?

I don't know what "spend all the 3SP points on it" means (wouldn't that be 4? 4+1+10 = 15?) but I wouldn't spend points on it if wearing two pieces of AEQ with it.
