Yes it is early in a players career. Generally it is about the best you can find before level 20. I would not hunt too much early. Instead I would bank my bonus tokens for later on.

So should I buy it? (I'm in a similar situation. LVL 7 LOT)

Actually, you can do better well before level 20. I've found Foundation and Get Low pretty early in my G and OT's careers. As long as you have the cash, it doesn't hurt to buy a decent piece, upgrade it fully and wear it while you look for a better one to replace it.

I have around 17k. So shoud I refresh the shop to get a Foundation or Get Low, or should I get the Pass Block while I can?

I'd refresh and see if one of those pieces comes up. In the meantime it's a good idea to pick up an el cheapo piece like +1 Blocking/strength/agility or +2% Hold Block Chance that can give you some use while you look for the good piece (which can take several tries). This is an especially good way to spend only a modest amount for something a little useful in case you should find a Protector piece which is expensive and you wont be able to afford right away. With as little cash as you've got paying 10k for something you'd rather replace is too much to chunk down.

I think a bare +1 Get Low piece is 10k, but a +1 Foundation piece might cost 15 or 20k (not sure though).
