Now that I think about, I believe only 1 team from each league moves up, while 2 teams from each league move down. If you look at the pyramid, USA A #1 and #2 will have teams moving to USA AA #1. How can 4 teams from the A leagues move into AA #2, while AA#2 is only moving down 2 teams? AA #2 can only gain 2 teams if it is moving down 2 teams. It will get 1 team from A #1 and 1 team from A #2.

No, it's the conference. 4 teams from each conference get relegated while 2 teams get promoted.

Thank about it. Take USA AA #2. the bottom 4 teams move down while the top 2 teams from USA A #3 and 4 move up. That fills that void. Then the top two teams from USA AA #2 move up while two of the 4 bottom teams of USA AAA move down. WALLA 16 teams in each conference year after year.

Well i know they are going to make a champions league but as of now 4 pro teams move down while the two best from USA AAA #1 and 2 move up.

and the two teams that move down are the low man on the totem pole from the east and the west correct?

You're right on the promotion part, but the bottom 2 teams of each conference move down. I explained it in an example earlier in this thread.
