Why do so many teams give up and drop out in order to slow build?

I think the largest reason for this (at least in my opinion) is because many agents want to build bew players with the knowledge they have gained over 10 seasons. Season 1 players had to jump through so many nerf hoops it was rediculous. True some came out relatively unscathed, but most players had to adjust their builds so many times they were rendered ineffective over the "years".

What hammer said is correct.

From my personal perspective, our team was here for awhile. We accomplished a lot while here. I created new players on other slow build teams. I REALLY enjoy building players. I enjoy the process of making it back up. The journey with some new agents and new teams is fun. I have met a lot of great people here and it has brought about a new energy for me. Otherwise, it was starting to get a little stale. We, the Nites, just didnt have enough agents to move forward on our own since we never recruited. The journey is definitely NOT easy, and that is the challenge of it.

You can blame bort and his changes for the flunctuations every season, for the most part.

Samoa will be going into our 11th season. And we're not planning to gut or go slow build for a long time -- the day that happens is the day I just quit GLB as a whole.

You'll never get rid of the Gangsters. We may have mediocre seasons, we might switch coordinators out a lot, we even missed the playoffs once (in S8). But we're still here in some way shape or form each season. I'm just sad that the Samoa - So Cal rivalry will end if the World Pro League happens
