The way this game works, you cannot afford to really spread your SP around and expect to make a good player. Look into slow building or cap building on the GLB wiki... a slow or cap built player is many levels worth of SP better than a player that doesn't slow or cap build.
Your guy isn't completely worthless, he just lost out on probably a full level or two worth of SP, if not more (in the long run).
