For your level, yeah sure. Leave SAs alone until you get your base skills higher. Focus on agility and get that up quick.
As something to gauge your C against, mine is the same level and is missing 4 equipment upgrades.

Everything else is roughly equal, other than SAs. My builds focus on core skills until like level 35-40 and then I'll start investing in SAs.
