I would put all your skill points into speed which would give you 31 speed. then put your basic EQ into speed which would give you 35. Then if you want to create a custom piece you would put that into speed also which would give you 41 speed. You'd almost be soft capped at level 1!

No, you want to soft cap without equipment.

What I would do is
You should be training agility/vision.
get speed up to 68

Then switch to vision/jumping
and get agility up to 68

then switch to jumping/catching or jumping/stamina
get vision up to 60
