Should i keep him or retire him?

start putting everything into strength and blocking. you don't need tackling for a C.

I'd retire him.

If you want to keep him, I'd put all equip in Str, boost Spd, Agi and then add points to Special Teamer VA and play both ways on special teams. 90 Str and 60 tackling could give good force fumble chances.

i would say retire that is a lot of sp you will not have when you get to the higher lvls
