Level 19 LOT, should I take the +1 Protector Piece since the other piece has break block instead of hold block.

Break block chance +2%

It doesn't matter which of the later two pieces you get because you will only have the chance to break blocks on defensive turnover returns. In those cases, does it really matter that you have 10% or 20% or even 80% added break block chance?

My feeling is, if you've got the cash, get the other one since cash is fleeting and there's a small chance the extra bit is helpful; if you're tight on cash, just get the +1 Protector.
