Does player level have anything to do with the AE you can pickup at the AE Store? Does AE become better as your player reaches higher levels?

Also, which AE would you choose for my level 38 Guard.

+3 Strength

or

+2 Blocking + Pass Blocking SA

I'd go +2 BLK and +1 Pass Block. AE rolls are supposed to improve as you level up, but from my experience the rolls still are largely random.
