I think he knows what you mean, but the fact is that we aren't as super slow build as ppl think. All the players was created before the agents was recruited, and none of us except 2 guys knew each other. Many of our guys got their 1st or 2nd player on this team, and neither our OC(me) or DC had any experience with GM'ing at all pretty much. Most the guys were new to GLB all together. Heck, i even spend some of the initial 15 SP on SA's on a few guys 
And while lvl's isnt a sure indicator of skill at all, there is only so much you can catch up, especially with the addition of vet pts. At least when we are talking the 8-10 lvl advantage range.
