Can you just tell me (doesn't have to be exact, just a ballpark) how long it takes to take for some positions to get to level 13?

if you start any given season at day 22, join a team immediately and get max XP AND don't boost during your first season you will be 13.739 by the end of your second season. That would be able 58 days.

Yeah, there are a few ways to approach it.
1) Create in offseason, join d-league and play a season, boost end of season, you should hit 13 (most efficient - career length wise.
2) Create in offseason, train until you are out of money, join d-league, sign yourself onto your/a friends team to cut the contract as late as possible the NEXT season so you'll end at level 13. (most efficient - build wise)
3) What The GreatPuma said (most efficient, cost-wise and to preserve some career length and not have to need a team to sign to cut your contract)
I prefer #2 to GreatPuma's strategy, because you get extra training time in levels 1-4 instead of in levels 12-13. The difference is earlier caps, and higher training value. You sacrifice half a season in career, and need to get yourself off a team and project XP which is a pain.

If you really wanted to be the most build-efficient, wouldn't it be best to get on a friend's team that would keep you on the bench and pay you enough to train? Of course you'd screw yourself over on levels in the long run.

The method I've adopted is to create on Day 30, train with base cash, boost on Day 41 to level 5, sign with a team the following Season you'll be level 13. Exception is Punter.
