If you get a team in BBB it would be like getting a new team anyway. That way we don't have to keep creating new leagues for all the players that were created to get to that level 13 new capped league.
However, teams don't get forced to purge their players higher than the league cap after every season. What this encourages is teams to stay together. When a CPU team gets dropped to BBB they can start rebuilding. They may come up against teams that have level 20+ players because they have been there for a season and have levelled up together. These teams will win the league or finish high enough to get promoted. Thus the rebuilding teams start to become the top dogs after 1-2 seasons if the players stick together. Having to replace players that leave within the caps will also keep the competition on an even keel.
If you want to leave your team you will most likely have to go to a higher tiered team where competition will be tougher and it will stop all these ringers joining teams to pad their stats and egos.
Good idea in theory, but there are not enough pro teams to support the number of players who would have to move up from the AAA leagues. With only 70% of the flex returned on retirement, it would be too expensive to build players, play a season or two, not get signed by the higher league and be forced to retire.
When players start their decline in Season 10 would be a perfect time to start this set-up. The pro league teams will want to start replacing players on the decline and there will always be a market for the really high level players then.
I'm also not saying that the levels are set in stone. Those where just thrown out there and a level 13 capped league should always be in existence. What I am saying is you need to institute hard level caps to get players to sign to similar level teams with the top talent flooding to the pros.
It will also solve the problem with a lot of the pro teams losing players to lower level leagues because they want to start and put up monster stats against lower level teams just for ego boosts.
