Therefor you don't need any of any attribute to activate them, only the SA itself.

Also, a lot of these SAs that are triggered are still "increases the bonus to..." or "increases the chance to... " or "increases the amount of...", and in practical terms, even if they do what they say, you're not going to see anything without proper attributes to go with it.
Bort said, that the description of the SA says it all and there's no "hidden secret". Some SAs even mention that it takes high strength or agility to make them work better.
