Well it CAN be. The thing is that when older players were created, game mechanics were different and their agents didn't have as much knowledge as they had later on.
A guy like my CB Lyght (created season 1 day 29), who boosted 3x when he was created and 3x at the start of season 2, is hardly superior to one created 3 seasons later but boosted late...

That doesnt make any sense. What you are saying will strictly affect his lvl, not effectiveness in comparison to lvl. Older players had more SP to assign and much more time to train.
What you are saying is that build > lvl, which is true. But you seem to assume that every old players is build poorly, and every young player is build superbly. There is a reason everyone wants to recruit lvl 40+ players and not lvl 26
