the last announcement that Bort made about the cap going up said it should be at level 34 for the start of next season. Does anyone know if this is still the case or if he has changed it

No announcement from him, so I don't think it's changed. All of my recruiting efforts are being done under the assumption of a L34 cap to start S7.
