Mine (ROT) is about 2 games away from level 40. 66 str, 63 blk, 64.5 agi raw. 45 spd & 49 vis. I agree that blocking definitely affects how long you hold a block for, but to me with 70ish blocking, you'll hold your block for long enough IF your agility is high enough. When I had high blocking but mediocre agility, those agility DEs stuffed our run game by shedding blocks...since the agi increase, not so much.
In the end it shouldn't matter so much what order you do it in. Get str/agi/blk up to the initial soft cap asap, because imo you miss out on early low level bonuses by spending time taking skills up to 60 or beyond. Maybe you take the first 2 to 50, the last to 60, then come back and bring up the first two to 60, while training spd/sta up to 30 or so before switching to vis/cnf. By the time you get the majors to 60, you could start saving to cap vis, letting some of the level bonuses help out at the 3:1 cap a bit before finishing the majors off at 68. After you cap vision you can just about train spd/sta up to 50, because everything else is too high to train unless you want to train vis/cnf in order to get confidence up. But you shouldn't need to soft cap confidence or anything, at least I haven't felt the need.
