Where to place points and which SA tree to invest into? My thought was +6 to agility, and use the run block tree.

you need to be training blocking and agility, then soft cap blocking, and then while training vision/agility take strength and then blocking to 61 (3:1 cap).

As far as the CE, I suppose I'd go with run block and then probably not put a whole lot more points into it.
