What I did to come up with this list is added the levels of all 22 players of each team's starting offense and defense (minus CPU players), then divided that by 22. It's not perfect, but I think it's a good starting point to use until we start getting into some games that matter.
After the first regular season game I'll abandon the numbers and critique based on how the team is doing.

Overall the conference is looking ok. You can see a noticeable dropoff between teams 10 and 11, which means if the numbers are even close to reality there will be some serious competition for those last few playoff spots.
