Two teams from each league still move up, like normal. However if the league above yours had more then two teams moved up or get gutted then more teams from your league will be promoted in the order:

Teams that move up from the bottom league are replaced by all the sold teams from the higher leagues, and the worst teams in the league above them.
Example:
Sold teams in USA Pro go to USA BBB, not to AAA. They are reset to starting values (stadium, cash, etc).
Additionally, teams that are sold during the season will be relegated as well, but they will go to the bottom tier of the region with empty spots will be filled in by promotions from the tiers below. Once the teams have been dropped, they will be resold with reset stadiums, fan support, cash, and a full CPU roster (not unlike a new expansion team).
Bort is also adding a way to "flag" teams for the same demotion who are not sold but are really terrible or way too low leveled, such as slow build teams.
Note that no teams are relegated on the bottom tier of the pyramid, as there is nowhere for them to go. See the leagues page to find the bottom tier for your particular geographic region.
This is processed all at once to make sure nobody gets double promoted.
Find all demoted teams and then find the promotions. THEN process all of them at once.
I am mixed about having all these teams move. I kind of want to earn my way up but winning by 100 points isn't fun for anyone....
