I assumed you were talking about the First Step description and someone being confused about it. It is very clear. In fact, they almost all are. You're not supposed to figure out "exactly" what each one does, but if you don't understand "This skill gives him a boost to acceleration when starting from a dead stop," then I don't know what to tell you.
As far as sticky hands goes, it gives a "bonus" to catching passes. Essentially, it is a modifier of the pass catching roll and has greater effect in "clutch" situations, namely 3rd and long and in the final 2 minutes of the game. So, if you took a massive sample of players with identical attributes except for one player having 6 in Sticky Hands and another having a 0, you would find that more often the player with 6 catches a ball under those circumstances than a player with 0 (more likely to drop it). I really don't know what you're trying to say in your post above except that it's obvious that your writing skills are as vast as your reading ones.
