Because you choose run plays based on the opponents defense.
You choose pass plays based on which plays are the best. So your book can easily be filled with 20+ plays for pass. Not so much for run unless you just want to force yourself to take a no gain or TFL here and there despite knowing its stupid.

a great example.... If I'm playing a team with 5 CB's and all my WR's are blocking.... Why wouldn't I run sweeps in the four all game to tire them out. It isn't spam, It is gameplanning.
Nothing against logzilla... But I just lost a championship game and the ran 5 plays the whole game... That's it.. How is that not spam?
Yeah, you try doing a pass playbook with 20 plays in the Medium section. Let me know how that goes for you. There are a lot of bad pass plays too that either have bad routes or quickly get your QB sacked vs common blitzes

I wouldn't put 20 plays in just the medium section. That wouldn't be very smart.
