No, he's got M2M on the FB. The FB starts running away from him, so he turns to sprint. The strong side OLB scrapes until the backs get to him. The backside OLB turns to start sprinting much sooner, so is at top speed by the time closing speed kicks in.
previously that backside LB would just mash up into the LOS absurdely. The current behavior is much more realistic. That LOLB is a full .4 sec faster 40 time than the HB in question, and is at 100 energy to start the play, compared to the HB's 50 energy.
Add in closing speed and the innate speed advantages, and there's a good reason that LOLB looks good, and the HB looks slow on that play.
