On the other hand, it makes the new pro leagues better by having some of those teams down there. Will give new and aspiring teams a taste of WL quality teams.

As someone who has never been in the WL as a coordinator or team owner and only as a dotbuilder 1 time with 1 dot..
I think only the Pro League Champs should go into WL.
WL needs to be a Champions league. You shouldn't be there if you can't WIN one of the 4 Pro Leagues..

Yea, but you shouldn't stay in WL if you finish 14th in the conference either, which would be the case if only 4 teams promoted. I agree with you that it would be the optimal scenario, if we had 12-16 good natpro leagues. But it just isn't viable with the current and/or new league structure and lack of quality teams.

being the 9th seed on each side ... the make the playoffs or go home is the best thing going in WL and the game really.

It gives teams something to shoot for initially, until they get tired of it and go into 0 cares mode.
