Everyone else in APL has chimed in, and I've been drinking. So, here goes.
YES, they are exploit blitzes. They take advantage of a hole in the sim, in this case the blocking dynamic. That is an exploit. My DC and I were talking about his a couple of weeks back, and we agreed that we wouldn't use these exploits. Just like we didn't use any of the others that we knew about in seasons past.
In the end, some people care more about getting the "W", then they do about playing in the spirit of the game. I remember in the Islam days, I was so proud to be part of Africa, because everyone seemed to play with integrity (as LL puts it), and people didn't exploit the hell out of it. I miss those days more and more.
No matter what though, everyone pays their own hard earned money to play this game, and they have a right to play it how they see fit, as long as its with in the rules of the game (+10 eq). So I'll never call anyone out for doing so. I have to admit that I did lose some respect one team in particular when I saw that they were using those blitzes.

I think the real issue is that it was brought to attention in the bugs forum... and its been how long?
If its not intended, why is it taking so long to get fixed?
Guys should be in that bugs thread instead of having a pissing match in the regional forum.
Hell... we have the "Lead Tester" checking in the APL forums... No one has asked him about it here?

I've mostly just tried to use it against teams I know use it, however, I forget sometimes that I have it there. I also noticed a few other plays I had for WWR that looked freaky(AKA Quick Sack before the QB could do anything) that were not at all planned.

In my experience with Bort, so long as there's a counter, a risk/reward, he seems to be cool with it. Well, the quote above is the reward. Frankly, I don't know why Palmer is saying he didn't meant to run the ones he did. I watched the game and WWR seemed to run the hell out of them. Then again, it's also complicated enough to set GPs and that would add even more time, at least to initially setup.

NP, Steve, but I did add a long PS, and part of that addressed Palmer. Even though you may have been partially joking, if you have a right to scream at Palmer, the Hogs have the right to call for WWR's head, IMO. That said, I don;t think anyone did anything "wrong," but that's just my opinion and it's not really worth any more than anyone else's

Lots of respect for you PP, but I have to disagree. I'm not saying all overload blitzes are exploits, but I am saying that some are.

In this replay you see the TE blocking on the left side, and the HB stays in to block too. 7 blocking 5. You tell me as an OC what you could have done to stop that sack.

How fast does the HB have to be to pick that guy up anyways?! 6 blocking 5. The biggest problem I have with this, is you shouldn't have to keep your TE in to block, on the left hand side, as the only way to stop 5 people rushing the QB. (and as seen above, sometimes it still doesn't matter)
