Hali has a collection of many people and it is much more difficult to keep a true team of 20-30 agents running smoothly.

Hali won 2 titles and has stuck around even after they were no longer the golden team. That means a hell of a lot more than 3 titles and gutting because you might actually lose.

Does this apply to teams made strongly of bought/gifted accounts?

You have an odd definition of "team". Pretty sure it's not realistic.
