I actually read something that used the term tautology in a Rhetorics class, I then Googled it, but I am assuming that he is using the name in relation to its meaning in logic, not in rhetorics.

That is the meaning when used in logic, in rhetorics it has a separate meaning - using different words to say the same thing.
