USAPL has always been the dominant league.

The only reason Haliblack wins is because they consolidated most of the CPL, so yeah, a CPL all-star team will beat any single USAPL team.

Halifax merged with 0 CPL teams, it just so happened that when teams folded, a majority of their best players went to Halifax. But none folded with the explicit reason of mergaments in mind.
