I thought S17 Zeta had 9 WL teams - one that didn't make playoffs to replace a gutting team or something like that - and S17 Alpha only had 7 returning WL teams.

Move some of the worst teams in Alpha over to Zeta. Switch out Indy & Alpine for Sofia & Nairobi

It's random right now imo.

What everyone wants it not random at all. They want a uniform power distribution.

I want there to be a structure so it doesnt become this stacked, but randomized enough so it isnt the same conferences every seasons

this is so simple to fix it's dumb. anyone could hand pick the conferences and it would be better than random.

or, add some simple rules to the program that generates the WL conferences if you don't want them hand picked. these 4 simple rules would vastly improve the selection of teams for each conference and you could add to this if you wanted:
* split up the 16 teams that were previously in the WL - 8 in each conference
* split up the 8 teams that won pro gold - 4 in each conference
* split up the 2 teams that were previously in the WL championship - 1 in each conference
* split up the 2 teams that were previously the conference championship losers - 1 in each conference
