Who cares anyway? Aren't all teams doing that with individual players? Only teams that totally f'ed the system are getting looked at (TBH I dont think they will actually punish anyone)

Doubt it. If they penalize every team who had a half dozen players grab money from other teams just as harshly as the teams who had every recruit grab money from other teams, then that is basically like rewarding those who cheated really hard, which i don't think they want to do.
