Oh I understand the rule, it's just a dumb side-effect of it, that legit teams who just happen to not have 40 players (but still have plenty of depth) have to do that.
40 players isnt alot....in starters alone you have 24...so to have 40 players that means your only backing up 16 of the 24 starting positions. So if you dont have 40 players you do not have a deep team.
