It could be a combo of Leadership and Footwork?
Went through the past half dozen games and HAHA's QB is now consistently pitching it at 24-25 ticks, slight improvement from when he pitched it at 26. No Name's is pitching pretty evenly between 21-23. Slightly broader variance than HAHA. FSM is pitching between 19-23, although the times when he pitches it at 19 or 20 are rare.
So there's gotta be a RNG element in there, influenced by a skill (or two) somehow. The higher that skill the broader the variance can get?

Pitch time is effected by how fast the HB gets to the spot to receive the pitch. So HB Quickness is a primary factor; Sprinting a distant second.
