Single elimination halves the people it is relevant to every game. Round robin is essentially league games and tiers are so big that it wouldn't be possible. Splitting up tiers for round robin just turns it into a lame version of league and ladder games.
User created tournaments would kind of alleviate some necessity of the games being meaningful...but that comes with its own slew of issues. Filling a team for the average user is one of the worst parts of the game...everyone being able to make their own tournaments and try to fill it would likewise end up with a bunch of half full tournaments. Combined with the fact that people can already make their own tournaments but every attempt so far has lost interest before it finished...doesn't make it sound like too promising of a feature.
Something to do on the off days makes sense. I just don't think tournaments are the solution. Even free scrims would probably be more relevant to more people as they could actually test things rather than being eliminated first round and still having an empty day or beating up on a lower seeded team.
I think the biggest reason people lose interest in running the tournaments is getting teams scheduled. If there was an option that once a team Opt'd into a tournament that you let the tournament organizer set their schedule for them that would help.
