Exactly. We don't lose ELO because we're not expected to win and he doesn't gain ELO because he is. Its how the system works. Perhaps updating the k-value will fix things.

In ladder play INHS has beaten six teams they weren't "supposed" to beat. Maybe a couple others. Enough to begin a climb but not enough to reach the top.

The leagues are balanced, the league rankings are not balanced.

The real problem is that ranks change too slow at Vet with limited time the players/teams have at Vet.

You can't spend one whole season climbing the Ladder if you only get 3 (it's 3, right?) seasons at Vet.

If the game is going to have a small k value causing ELO to move slowly then players/teams need more seasons at Vet.

No matter what the k value is, if a Pro team hits Vet and goes undefeated, they should end the season with a Ladder rank of 1.

Undefeated is undefeated.

Previous seasons shouldn't matter at that point.

2 Season at Vet, or 4 with all career boosts.

So if a team is in a league full of opponents they're "supposed" to lose to and lose to the majority and are way below .500 but stay in the top 10-15, its how it's supposed to work?

And this is ok?

I agree with all that say K values need to be adjusted. Like Xars mentioned, if we only have 2-4 seasons at vet, it shouldn't take so long to climb the ranks when you are clearly a top team.

We are still in our same league which is littered with new vet teams. Teams like DD2, Portland and Jebs are all good enough to beat teams currently in the top 10, but give us less ELO than teams that are scrubby and have been around for a season or two.
