I actually like this idea. Not many kids have Plans like you seem to think, most of them have Pay as you Go or whatever. And most of the kids that I know with plans pay for their own, so they're on the hook for it anyways.
I don't think this would be too costly though, because it's been implemented into another game I play that only has a player base of about 200 People.
