Yes, a guy from a 2-11 team is probably the league MVP...
You get higher stats on defense if you never stop a drive because you're out on the field twice as long. I'd have an easier time supporting either of these defensive leaders on teams with 10+ wins:

Neither of whom by the way missed 7 tackles a la Stanley Victor, and both of whom caused at least 5 turnovers in addition to racking up over 60 tackles with much less time on the field.
That said, defense is more of a team effort than offense so it's usually hard to argue for a defender to be the league MVP. My vote at this point would have to go with Elmer Tadpole Jr. (http://goallineblitz.com/game/player.pl?player_id=47092 ) although J Bo is also certainly a contender (http://goallineblitz.com/game/player.pl?player_id=68250 ). There is still a lot of football to be played and the door is open for others to stake their claim as well.
