No, they can't, but what they can do is dismantle those businesses (particularly AIG), spin off the parts that are still profitable, and systematically wind down the financial services divisions that collapsed.

The government, no matter who is in power, rarely follows my suggestions.

It'd be nice if they'd listen once in a while...
