Since when is competition about being fair?
The league cap gets lifted at the end of the season and other teams will recruit to get better - a lot better in some cases. No one is forcing you to get rid of your team but if you want to stay highly competitive with the other teams around you, you will recruit better players regardless if you're promoted or not. If you're happy with your team and don't want to recruit new people, that's fine too. No one is forcing you to recruit; however, don't expect an admin to decree that the rules can be bent for you simply because you don't want to face teams that are better than you. It's going to happen regardless of promotion or not, esp. if you don't want to recruit.
Promotion in most cases isn't a reward, it's a new challenge. If you want a reward, go buy a cookie.
