This is actually far worse and much more important than anything anyone has written about kicking. I feel stupid letting myself rage about kicking, but not so much about this. This idea was the second biggest thing wrong with GLB1, after the necessity of slow building.
Make uncontested rolls easy and "good player building" will mean putting all points into contested rolls, and being able to ignore uncontested skills above a certain point.
If you're dropping uncontested passes, raise Receiving Hands, etc..
