They change the criteria for it every time the situation arises. Initially, if a team declined WL, it just went to the next Pro team from that region on the list. Then half of APL declined, so Bort let Dakar stay in WL with a 9-7 record back in S12. Then a few seasons later it didn't matter what league you came from, they took Evil Empire because they were the next on the list of Pro teams from any Region. Last season, it was back to just keeping WL teams that were close up here, and probably based on no concrete criteria. GLB really needs to find a plan for what to do when a WL or Pro Conference Championship team guts in the off-season and stick to it.

there's really no need to do this. i much prefer the random team method...makes it more interesting.

yah, it's cool waking up on Day 41 after recruiting for the Pros and go wtf, we're in WL. Worked out for Dakar when it happened, worked out for ESL this season, not so much for Warsaw though.

is it better to recruit for pros and still be in WL or recruit for pros and wonder to yourself if you coulda just won that league with 55 CPU's?

let's not be ridiculous. at least half the pro leagues couldn't be won with 55 CPUs...
But GLB really needs to put a plan in place to deal with these situations instead of just doing it on the fly every time it happens. That said, I don't know of any WL playoff teams this season that are planning on gutting. Are there any?
