Back when I was doing a lot of road marching and patrolling, I found my feet better off wearing a thin light pair of socks (think panty hose) and a pair of wool socks.
Dust some foot powder on (not a lot), put on the thin socks, then the wool socks. Dust a little more foot powder in the boots, then lace em up and hit the dirt.
The most important thing, of course, is well fitted boots. Those matter.
You're powdering the wrong parts imo.
You want the inner sock to stick to your foot and the outer sock to stick to the boot, so that the movement/friction exists between the socks.
So you would want to powder your foot after putting on the first sock to ease movement between those layers.
