I think it is possible in rookie but you sacrifice a lot. Not possible on a WR but def is on a HB.

End build conditioning for a rushing QB should be 80+ with what we've learned the past few seasons.

For Rookie I would go with as high as possible, so yes 60, as long as he has 40+ speed.
