In NORAD, you just need one guy who gives false flight informations to the pilots, you don't need 42390842743298427 people.

In the case there are bombs planted in there (I'm not saying there was becuase i have no clue), you just need a swat team in which have been putting up with secret missions to go and plant them. You don,t need 347642370824432 people for that.
