Every season, people will quit being an owner. Unless they turn the team over to a GM, most good owners will give their players Day 40 contracts and leave a new owners with a team of CPUs.
Sold teams need to be relegated to the lowest level, and teams promoted up to replace them...plain and simple. The only exception would be when a former GM takes over a team, and the majority of the team sticks around.

Having not scouted your team at all, its hard to say for sure. The Badgers, Avengers, and Villager have definitely added to the depth in the past. Barring some major offseason moves, though, I don't see any dominant team in the East, but lots of great ones.

I like this idea. Perhaps have something in place that if a team is sold and more than 10 starters leave, they are automatically relegated to the lowest uncapped level (USA BBB). Runner-ups in the playoffs would move up as needed on a league by league basis.
In one season, the problem would be fixed. The only issue is that rivalries will be upset, but overall I think this would fix the biggest problem of the game. It also would give new owners a chance to actually do something, since if they were in a league filled with gutted teams, they'd have a fighting chance.

I've crammed a lot of recruiting into the past couple of weeks so the Gamers aren't gutted anymore. However, we didn't fall back to A6 as planned, so there goes the chance for two championships in the same league.

I don't know why it was so hard for Bort to come up with this solution. This has been obvious since season 3. Relegation is great and all, but it doesn't work fast enough when you can expect that at least 1 team / division will be sold every season.
