You're right, let me look at it some more. I'm setting up a scrim to see if I can figure it out.

GLB2 works like the packages did. You could put 500 in the boxes and it doesn't matter. It all functions as a ratio of the total.

50% long/50% outside is the same as 100% long/100% outside.

Also setting up a scrim as well under the assumption that %'s need to = 100% or they round up for you.

Seeing as how you let Ground Assault just beat you in a scrim where you 100% gameplanned I'd just give up now, you have no hope.

I'm out of order in replying this late, but this is why I want more Med (and eventually Long) Blitzes and Outside stuff.

The lack of playbook choices fitting the matrix categories is a huge problem with Defensive play calling.

So I ran the same collection of plays using this method this time

25 Short/25 Medium/50 Long 0 Inside/100 Outside

Mike Inside fire fired about 3 times all together (not including short yardage of course being the reason it is there) and it was almost exclusively the other plays used.

So either Mike Inside Fire is firing off that 25 Short or you basically are forced to either line up every single package in unison with plays making that nearly impossible to do with such limited play sets or ill just have to give using the inside defenses all together. Back to the MO problem. sigh...

Outside run defense is outside run defense. Inside run defense is inside run defense. Putting 25 in short and medium and putting 50 in long...those are for pass defense OR pass/run defenses.

The short or medium label before a pure outside or inside run D is pretty much meaningless. Since you only had inside or outside run defenses in your playbook, you can control the way they are called by changing the numbers in the "inside run" and "outside run" boxes. If you want certain outside runs called more, then change the play priority.

It isn't working like that at all though. Hence my original confusion.

Mike Inside Fire should never once fire outside of short yardage as that is the only time I put anything in Inside Run %.

You are calling run defenses, but putting your tactics in the pass defense boxes, of course things are going to come out wacky.

Your tactics are screwed up. There are no certainties based on how you set them up.
