I dont know anything about Tampa just yet so I'll use Providence as my rebuttal...they were average at best last season(no playoff ELO either) so IMO they had kinda of a self-inflicted wound of sorts to overcome. Even if they started with a base of 1200 last season do you think they would be significantly higher(Top 5) than they are now?
